US Commerce Dept backs Sibanye Stillwater's request for tariffs against Russian palladium

The U.S. Department of Commerce has given preliminary support to Sibanye Stillwater's request for a U.S. Tariff on Russian Palladium Imports, but a final decision will not be made until the middle of 2026.

Sibanye Stillwater, which has?production?assets? in South Africa and America, requested Washington to impose a tax on Russian imports of palladium to ensure the viability of U.S. supplies.

Trade data shows that global flows are already rerouting since the company filed its petition. South African producers have gained in the U.S. but lost share in China to Russian palladium.

The U.S. Department of Commerce announced on Tuesday that its preliminary findings from an investigation indicated that palladium imports from Russia were being dumped. It cited a "preliminary average weighted dumping rate" of '132.83%.

The U.S. International Trade Commission will also investigate the matter and make a final decision.

Richard Stewart, the Chief Executive of Sibanye Stillwater, said that this preliminary finding was encouraging. "Russia's Palladium Dumping" had resulted into a significant competitive disadvantage for U.S. producers.

Johannesburg-based miner reported a loss in the first half of 2025 of $211million.

Nornickel of Russia, the largest palladium miner in the world with a 40% market share, declined to make any comment.

Trade Data Monitor reports that U.S. imports of palladium from South Africa increased by 22% to 31 metric tonnes in January-November 2025. Deliveries from Russia, the second largest supplier, dropped 14% to 23 tons.

China's imports of South African palladium fell by 11% to 6 tons, while Russia's shipments?to China, its second largest palladium market, rose 42% over the same period.

In 2025, the palladium prices, which are used to clean the exhaust of gasoline vehicles, increased by 76% amid a larger rally in precious metals. (Reporting from Polina Devitt. Mark Potter edited the article.
