Indonesia starts evaluating to prepare 'B50' palm oil biodiesel mandate

Indonesia is performing tests ahead of plans by the incoming government to increase the palm oilbased biodiesel mixing mandate to 50%, from 35% now, a government authorities said, raising industry issues over materials for exports.

Under its B35 program, Indonesia currently has among the world's highest biofuel mix requireds. The outbound government of President Joko Widodo has plans to raise this to B40 next year.

Prabowo Subianto, who will take over from Widodo in October after winning the February election, has actually pledged to raise the mandate even more to B50 to lower oil imports, without setting a. timeline.

Ahead of the presidential shift, the existing. administration has ordered the palm oil industry to prepare for. B50 and conduct tests.

A fixed test for B50 structure is being carried out by. the energy ministry and several stakeholders, director general. of renewable energy at the energy ministry Eniya Listiani Dewi. told Reuters on Wednesday.

That will be followed by car roadway tests, in a procedure. that typically takes a year, she said, including that the. agriculture ministry is assessing palm oil products.

Indonesian biofuel manufacturers association APROBI stated B50. would require the market to invest in new processing capability.

Indonesia's most significant palm oil manufacturers association GAPKI has. warned that a greater mix might injure exports amidst stagnating. production.

Domestic palm oil intake has grown 7.6% on average. because 2019, according to GAPKI, driven in part by policies. consisting of biodiesel requireds and required domestic sales for. cooking oil.

Over the very same period, output has risen less than 1% annually. in Indonesia, the world's top manufacturer and exporter of palm oil.

As current production rate has actually stagnated, it is much better to. keep B35, and if gasoil (diesel) is less expensive, why need to we. force ourself? GAPKI Chairman Eddy Martono told Reuters.

GAPKI has also questioned the wisdom of plans to execute. the B40 mandate in 2025, suggesting that authorities just raise. the mix if export rates are less rewarding.

The B35 mandate will utilize 11 million metric lots of crude. palm oil (CPO) this year, rising to 14 million tons under B40,. according to APROBI.

B50 will consume an approximated 18 millions lots of CPO, which. could hurt domestic cooking oil costs and exports, in addition to. federal government profits from exports, Martono said.

He advised government to improve production by accelerating a. smallholders replanting program or establishing a dedicated location. for biodiesel feedstock before raising the mandate even more.
