Venezuela owes Repsol $5.4 billion, according to an annual report

The Venezuelan government owes Repsol 4,55 billion euros ($5,37 billion), the Spanish energy group said in its report for the first-time on Thursday. Repsol is active in Venezuela since over 30 years, employs staff and is a major partner of the state energy company PDVSA. It is one of a few companies that have been granted a license to run oil and natural gas operations in Venezuela by the U.S. Treasury Department’s Office of Foreign Assets Control.

Repsol received a permit in March of last year from the U.S. authorities allowing it to receive PDVSA oil as "payment for debt". This permit was revoked by the U.S. authorities in March.

Although recouping outstanding debts has been a priority for Repsol, CEO Josu Imaz stated that it was not the company's top priority right now. Imaz said on the company’s annual earnings call that it was time to re-establish a normal commercial operation. This means being paid for the oil and gas produced in South America.

Increase output

Repsol holds stakes in Venezuelan oil and gas fields. It wants to increase its daily gas production and supply by 10%, to about 640 million cubic foot, according to?Imaz, without mentioning a specific timeframe.

Repsol, he said, can triple oil production in three years and increase it by 50% within 12 months. The production last year averaged 71.300 barrels oil equivalent per day.

He said: "If Venezuela returns to normal production levels and if the country's economic development evolves the right way, we will find solutions for the past."

The report shows that the 4.55 billion euro figure is significant, especially for a company with a market capitalization of less than 20 billion euros. It includes commercial debt for oil and gas supply plus interest accumulated, as well as 947 million euros for financing its joint venture Petroquiriquire with PDVSA.

Repsol has set aside around 3,59 billion euros for the debt. The report shows that its total equity exposure to Venezuela at the end last year was 276 millions euros.
