Rusal, a Russian company, will begin production of the rare-earth element scandium in 2019.

Rusal, a Russian aluminium manufacturer, announced on Thursday that it will build a production facility capable of producing 1.5 tonnes per year of the rare-earth material scandium. The capacity can be increased to 19 metric tons a yearly.

The announcement comes days after Russian President Vladimir Putin asked Russia to increase its rare-earth metals output, and just as U.S. president Donald Trump is preparing to sign an agreement with Ukraine to tap mineral reserves which can be used for a variety of industries from consumer electronics to defence.

Rusal announced in a press release that the investment in this project would amount to 500,000,000 roubles (5,73 million dollars). The production will begin this year at the Bogoslovsky Aluminum Plant near the Urals Mountains.

Scandium alloyed with aluminium provides alloys with qualities such as weight reduction of 10-15%, increased strength, and thermal shock resistance.

Alloys made from scandium could be used for shipbuilding, aviation and both civil and military purposes. As early as 1980, the Soviet Union used scandium in MIG fighter planes.

Rusal has said that the technology could be used to produce high-tech prosthetics and railway cars.

Rusal estimates that the global production of the main form of metal, scandium oxide is only 20-25 tonnes per year. The company will produce scandium oxide using a technology developed by it from red mud - a waste product of alumina production.

Rio Tinto and other international producers extract scandium oxide out of the titanium processing stream.

The fifth largest reserve of rare earths metals in the world is found in Russia.

By 2030, we aim to be one of the five largest producers of rare earth metals with a global market share of up to 12%.

The U.S. will have the chance to explore together the rare earth metal deposits in Russia under a future deal. He offered to provide up to 2,000,000 tons of aluminum to the U.S. ($1 = 87.2000 Russian Roubles)
