As Kyiv's ceasefire proposal approaches, 22 Russians are killed in attacks

At least 22 people were killed in Russian attacks on Ukraine on Tuesday, including 12 during one of the most severe strikes this year. The deadline for Kyiv's proposal to start an open-ended truce at midnight was approaching.
