The Kremlin announced on Tuesday that Russian representatives would not be taking part in the talks about Ukraine to be held in Turkey on 19 November. The Ukrainian president Volodymyr Zelenskiy announced earlier that he will travel to Turkey on Tuesday to try to restart negotiations with Russia to end the war.
